Các chính phủ thường có những hành động dẫn đến mất cân bằng cung và cầu trên thị trường lúa mì. 

Ví dụ, trong những năm gần đây, Ấn Độ đã ban hành thuế nhập khẩu đối với lúa mì nhằm hỗ trợ sản xuất trong nước. Các loại thuế này có thể dẫn đến giảm nhu cầu xuất khẩu và giảm giá toàn cầu. Mặt khác, các quốc gia trợ cấp lúa mì bằng thuế hoặc các biện pháp khuyến khích khác có thể ngừng làm như vậy trong tương lai. Sau đó, nông dân sẽ chuyển sang trồng các loại cây khác, điều này có thể khiến nguồn cung lúa mì giảm và giá tăng.

Lúa mì là một nguồn thực phẩm bổ dưỡng phát triển ở nhiều vùng khí hậu khác nhau, vì vậy nó có thể sẽ trở thành một mặt hàng chủ lực ở các thị trường mới nổi. 

Ngoài ra, khi các quốc gia này phát triển giàu có hơn, mức tiêu thụ thịt của họ có thể sẽ tăng lên. Vì lúa mì là nguồn cung cấp thức ăn chăn nuôi quan trọng nên điều này cũng sẽ thúc đẩy giá ngũ cốc. 

Tất nhiên, khi kinh tế hay chính trị các nước này bất ổn sẽ ảnh hưởng đáng kể đến giá lúa mì.

Thời tiết

Giá lúa mì bị ảnh hưởng trực tiếp bởi điều kiện thời tiết. Nếu lượng mưa quá mức hay hạn hán thì giá lúa mì sẽ tăng cao vì nguồn cung giảm, nếu thời tiết thuận lợi có thể sẽ thúc đẩy sản lượng lúa mì thu hoạch, giá lúa mì sẽ giảm đi.

Tuy nhiên, nguồn cung lúa mì nằm rải rác ở khắp các nơi trên thế giới. Do đó, điều kiện tăng trưởng kém ở một số khu vực trên thế giới thường được bù đắp bằng điều kiện thuận lợi ở các nơi khác.

Chính sách trợ cấp ethanol của chính phủ Mỹ

Chính phủ Hoa Kỳ trợ cấp cho nông dân trồng ngô để giúp thúc đẩy sản xuất ethanol. Do đó, nông dân Hoa Kỳ đã tăng diện tích trồng ngô trong những năm gần đây thay vì trồng lúa mì hay các loại cây nông sản khác. Điều này dẫn đến sản lượng lúa mì ít hơn khiến giá lùa mì tăng. Các khoản trợ cấp ngô đang gây tranh cãi về mặt chính trị, và nếu chúng chấm dứt, sản lượng lúa mì có thể sẽ tăng và giá có thể xuống thấp hơn.
